I was on a walk today at noon hour by the Otonabee, just below Lock 19, and I am sure that I saw a Bald Eagle. I had a long,clear look at it. The head was pure white, as well as the tail, and the body was dark brown. (note: This is probably the same bird as below. D.M.)
